Odisha’s decades-long quest for NIPER reaches a boiling point as academic leaders demand decisive action

The long-standing demand for a National Institute of Pharmaceutical Education and Research (NIPER) in Odisha has transformed from a persistent request into a high-pressure mandate for the Central government.

What began in 2012 as a visionary proposal from academic stakeholders and professional bodies like the Odisha Pharmacy Intellectual Forum (OPIF) and the state branch of the Indian Pharmacy Graduates’ Association (IPGA) has now reached a critical crescendo. The academic community is increasingly vocal, asserting that while the state has dutifully built its technical education base over decades, the absence of a premier national research anchor is a historical oversight that can no longer be ignored.

The momentum behind this movement has been significantly bolstered by a powerful chorus of support from the corridors of power and a pivot in national healthcare strategy. Union education minister Dharmendra Pradhan has formally urged the centre to establish a NIPER in Odisha, pointedly citing the state’s expanding educational ecosystem and its strategic role as the growth engine of Eastern India. This pressure aligns with the Union Budget 2026–27’s landmark Biopharma Shakti initiative, which has earmarked significant funding to build new NIPERs. Academic leaders argue that Odisha’s proven readiness and geographical importance make it the most compelling candidate for this national expansion.

Dr Rajat Kumar Kar, principal of Dadhichi College of Pharmacy and secretary of OPIF, has been at the forefront of this advocacy, emphasizing that the state's claim rests on proven capacity rather than mere precedent. As the vice president of IPGA’s Odisha state branch, Dr. Kar highlights that the state’s foundations in pharmaceutical education were laid as early as the 1970s. He asserts that the current network of institutions produces thousands of qualified graduates annually, yet the lack of a research-intensive national body continues to stifle the state's ability to transition from a talent exporter to an innovation hub.

Speaking to Pharmabiz, Dr Kar said the absence of a NIPER has caused a steady drain of local talent to other states, a practice he and other academic leaders are now working hard to end. Each year, Odisha’s brightest pharmacy graduates are forced to move to other states for advanced training and doctoral research because local infrastructure cannot support their ambitions. This persistent drain of human capital weakens the local research ecosystem and limits the potential for meaningful industry-academia collaboration, which is essential for the growth of innovation-driven enterprises within the state.

Administrative preparedness at the state level has reached an all-time high, signalling that Odisha is ready to move from proposal to execution. The state health minister recently informed the legislative assembly that suitable land in the capital city has already been proposed and set aside specifically for the establishment of the institute. This move demonstrates that the state government is fully aligned with the academic community’s goal of transforming Odisha into a global pharmaceutical and healthcare hub through research-led growth and robust policy support.

Dr Kar is of the opinion that establishing a NIPER in Odisha would do more than just serve the state, it would correct a significant regional imbalance in the distribution of national research institutions. Eastern India remains chronically underserved in pharmaceutical innovation despite its growing industrial base. A NIPER in the state capital would serve as a regional anchor, facilitating closer linkages between academic institutions and the burgeoning pharmaceutical industry across the entire eastern corridor, thereby strengthening India’s overall self-reliance in healthcare.
