Health ministry to amend Drugs Rules to allow UP based CCSNIAH to test more veterinary vaccines

The Union health ministry has initiated a process to amend the Drugs Rules, 1945 to allow Uttar Pradesh-based Chaudhary Charan Singh National Institute of Animal Health (CCSNIAH) to test around 42 viral and bacterial veterinary vaccines, from two vaccines it is authorised to test according to the rules, at present.

CCNIAH, situated in Baghpat, UP, is a Central Drugs Laboratory approved by the Union health ministry for quality control of veterinary biological in the country, working under Department of Animal Husbandry and Dairying (DAHD), ministry of fisheries, animal husbandry and dairying, Government of India.

The health ministry has issued a draft amendment of the Drugs Rules, to substitute the existing sub-rule (9) of the Rule 3A, which bestows the functions of testing haemorrhagic septicaemia vaccine and Ranikhet disease vaccine, with a list of 42 vaccines to be tested by the institution once the amendment is notified.

The amendment states that the functions of the laboratory in respect of testing of the 42 Veterinary Vaccines (Viral & Bacterial) "shall be carried out at the Chaudhary Charan Singh National Institute of Animal Health, Baghpat, Uttar Pradesh and the functions of the director in respect of the said veterinary vaccines shall be exercised by the director of the said Institute".

The vaccines assigned for testing in the CDL include inacativated and live Avian Infectious Bronchitis Vaccine I.P, Avian Spirochaetosis Vaccine I.P., Blackquarter Vaccine I.P., live Brucella Abortus (Strain 19) Vaccine, live Canine Adenovirus Vaccine I.P., inactivated Canine Coronavirus Vaccine, inactivated and live Canine Parovirus Vaccine I.P., Classical Swine Fever Vaccine I.P, inactivated and live Duck Pasteurella Vaccine I.P, inactivated Egg Drop Syndrome 76 (Adenovirus) Vaccine, Infectious Coryza Vaccine I.P, live and inactivated Reo Virus Vaccine, inactivated Salmonella Vaccine, Tatanus Veterinary Vaccine, among others.

The draft amendment will be taken into consideration on or after 30 days from the date on which copies of the Gazette of India containing the draft rules are made available to the public. Objections and suggestions received from any person within the period will be considered by the Central government.

CCSNIAH, Baghpat, an apex laboratory under the aegis of the Department is a national facility for quality assessment of veterinary vaccines and diagnostics to be used in India.

The bio-containment facility of the Institute was commissioned in 2010 and the Institute has been recognized as Central Drugs Laboratory by ministry of health and family welfare, Government of India for undertaking the Quality Control Testing of Veterinary Biologicals HS (Haemorrhagic Septicaemia) and RD (Ranikhet Disease). The DAHD entered into an agreement with the National Diary Development Board (NDDB) to upgrade the biocontainment facility of the institute with an investment of around Rs. 160 crore, in June, 2024.

Besides its regulatory role, the institute has been entrusted with responsibility for QC testing of FMD, Brucella, PPR and CSF vaccines under LH&DC programme, according to DAHD.
