With Exit Examination delayed, PCI asks State Councils to issue D.Pharm registration for one year

The Pharmacy Council of India (PCI) has asked the State Pharmacy Councils to issue registration certificates for one year to those who completed Diploma in Pharmacy courses in approved institutions in the academic session 2022-23, considering the delay in conducting Exit Examination for these students.

The PCI, in a recent executive committee meeting, noted that it has in various communications sought an amendment in the regulations, to conduct the exam in one paper instead of three papers to avoid financial burden on the students.

While it has requested approval from the Ministry for the proposed amendment in regulation of Diploma in Pharmacy Exit Examination Regulations, 2022, as per the requirement under the Pharmacy Act, 1948 for publication in the Gazette of India, through various communications, the approval is yet awaited.

Meanwhile, the Council is receiving a number of requests from D.Pharm students admitted in the 2022-23 academic session and completed their course in 2023-24, seeking registration, since they are unable to get any job or work as they cannot proceed without a registration as pharmacist.

Considering the situation, the Council in its recent meeting decided to post a circular communicating all State Pharmacy Councils, state governments, Union Territories and approved pharmacy institutions conducting D.Pharm course to address the issue.

The circular requested the State councils and institutions "to issue registration certificate to the students who are admitted in Diploma in Pharma in 2022-23 academic session and complete their course in 2023-24 academic session for one year (till the exit exam will be conducted) and not renew the certificate without clearing the exit exam."

It also requested the State Councils to take affidavit from the students in the name of registrar of the State Councils for one year registration. A format of the affidavit, provided by the PCI along with the circular, details that the students should acknowledge that the registration certificate shall remain valid for a period of one year or until the Exit Examination is conducted and completed, whichever is sooner.

The students should also undertake that the registration certificate shall not be renewed unless he or she have successfully cleared the Exit Examination. If the student fail to clear the examination within the validity period of the registration certificate, he or she will not be eligible for any further renewal or continuation of registration unless they submit proof of clearing the Exit Examination, it says.

The PCI has in April, 2024, announced that the Exit Examination for Diploma in Pharmacy academic session 2022-24 will be conducted on October 5 and 6, 2024, through National Board of Examination in Medical Sciences (NBEMS).

It also requested all State Pharmacy Councils and registration tribunals, not to register the candidates as registered pharmacists, who were admitted in the 2022-23 academic session Diploma in Pharmacy and passed out in 2023-24 academic session until they qualify the Exit Examination. They should also fulfill the other prescribed conditions under Section 32(2) of the Pharmacy Act, 1948, it added in December.

According to the Section 32(2) of the Pharmacy Act, 1948, a person shall on payment of the prescribed fee be entitled to have his name entered on the register if he has attained the age of 18 years, if he resides, or carries on the business or profession of pharmacy, in the State and if he has passed an approved examination or possesses a qualification approved under Section 14 (or is a registered pharmacist of another State).

The Council has also informed all approved institutions across the country and all Diploma in Pharmacy students, that the students in the 2022-23 academic session in D.Pharm course and passed out in 2023-24 cannot be enrolled as a registered pharmacist until they qualify the Exit Examination and fulfill the other prescribed conditions under the Pharmacy Act.

It has later decided to amend the regulation to substitute the scheduled three exams into one exam, citing that this would ease the burden of the students.
