PCI initiates approval process for pharmacy institutions for academic year 2025-26

The Pharmacy Council of India (PCI) has initiated the approval process for the pharmacy institutions, for the academic session 2025-26 by opening its portal inviting applications from December 18, this year to January 15, 2024.

The institutions can apply for continuation of approval, introduction of new courses, raise in admission in the pharmacy courses along with various other services. The institutions which are looking for these approvals will have to apply on the PCI portal as per prescribed schemes under the tab Procedure/Forms, said the Council.

The approval process has been initiated for D.Pharm, Bachelor of Pharmacy (B.Pharm), Master of Pharmacy (M.Pharm), Pharm.D and Pharm.D (Post Baccalaureate), and Bachelor of Pharmacy (Practice).

During the approval process for the academic year 2025-26 for introduction of new pharmacy courses by existing institutions, the institution will have to apply on the portal along with requisite Pharmacy Education Regulatory Charges (PERC), which is non-refundable, along with Goods and Services Tax (GST) and submit prescribed documents mandatorily, it said.

For B.Pharm course, the institution should submit consent of affiliation of examination authority and No Objection Certificate (NOC) of the State Government. In case the State Government has done away with the issuance of NOC for the purpose, the institution shall upload the communication from the government as documentary evidence.

For D.Pharm, Pharm.D and Pharm.D (Post Baccalaureate), new M.Pharm course and introduction of new M.Pharm specialisation and B.Pharm (Practice) course, the institutions must submit consent of affiliation of the Examining authority and a copy of the MoU with 300 bedded hospital (applicable for Pharm.D course) in the prescribed format.

For requests for raise in admissions, the Council has clarified that the number of admissions are restricted with 60 seats for D.Pharm, 60/100 for B.Pharm, 15 seats per specialisation, 30 seats for Pharm.D, 10 for Pharm.D (PB), and 40 for B.Pharm (Practice).  The admissions for which the raise is being sought shall be done only after the approval of the PCI and the examining authority.

Institutions applying for services such as change in the name of institution, address or location, examining authority, and hospital, closure of course or institution, change in the name of trust or society, contact details and usernames and institution merger, shall submit statutory documents as mandatory.

For the payment of the PERC, multiple payment gateways are available and includes payment through Bill Desk, (NEFT/RTGS) and SBI. The new institutions which are applying for the first time need to pay registration fee of Rs. 10,000 along with applicable PERC.

"The Last date for completing the online application process on PCI portal will not be extended under any circumstances whatsoever and hence, institutions are required to submit online application (SIF) without fail within the available window from 18th December, 2024 to 15th January, 2025," said the Council. It has also advised the institutions not to wait for the last date for submission of SIF as overcrowding may pose technical problems.

All Institutions that are already approved by the PCI for conduct of course/approved under section 12 for registration as a pharmacist for the D.Pharm/B.Pharm/M.Pharm/Pharm.D, Pharm.D (PB)/B.Pharm (Practice) programmes have to mandatorily apply on the PCI portal, submitting all the requisite information, related documents and Pharmacy Education Regulatory Charges for consideration of approval.

Institutions already having approval for 2025-2026 or beyond 2025-2026 academic session shall also mandatorily submit online application (SIF) and pay the requisite Pharmacy Education Regulatory Charges for retention of already granted approval.

"Applying for approval is entirely the responsibility of the institution and failure to apply will result in not being reflected in the approved list of Institutions on the Council’s website leading to 'No Admission Year'," it added.

The PERC for state and central governments to set up a new institution or course in D.Pharm is Rs. 50,000, which will be Rs. 3 lakh for private institutions. Private institutions should also pay a security deposit of Rs. 50 lakh, which is refundable after 10 years.

For B.Pharm course, state and central government need to pay Rs. 3 lakh, and private institutions Rs. 6 lakh for establishment of new institutions or course. For private institutions, security deposit of Rs. 50 lakh would be charged for upto 60 seats capacity and Rs. 1 crore for upto 100 seat capacity.

For M.Pharm, State and central governments need to pay Rs. 1 lakh per specialisation, which is Rs. 2 lakh per specialisation or private institutions for establishment of new institutions or courses. Private institutions also need to pay a refundable security deposit of Rs. 15 lakh. For Pharm.D/Pharm.D (PB) courses, the state and Central governments need to pay Rs. 4 lakh, which is Rs 8 lakh for private institutions. Private players should pay a refundable security deposit of Rs. 2 crore.

For B.Pharm (Practice), state and central governments need to pay Rs. 50,000, while it is Rs. 3 lakh for private players. The private institutions need to pay Rs. 25 lakh refundable security deposit.

However, the Council added that the matter related to collection of the refundable security deposit from private players is sub judice in the court and the Council is not collecting the security deposit.

It has also provided the PERC applicable for each course, including annual PERC, for increase in intake, for verification of compliance, change in name of institutions and other services, for each courses, for both the state and central governments and for the private institutions.
