ICMR invites bids for advanced online intellectual property management software

In a move to streamline its growing intellectual property (IP) management needs, the Indian Council of Medical Research (ICMR) has issued an Expression of Interest (EOI) for the procurement of an online intellectual property management software. Technical proposals must be submitted by November 22, 2024, by 9:00 am.

With a current portfolio of over 500 IP filings, ICMR has seen a significant surge in the number of IP filings in recent years, registering 100 to 200 new filings annually.

This new software system is expected to manage the full lifecycle of IP—from invention disclosure and filing to licensing and commercialization—across ICMR's vast network of research institutes. The initiative comes as part of ICMR's efforts to bolster its intellectual property management infrastructure in the face of increasing patent filings and technological advancements in biomedical research.

The new software will replace fragmented manual processes, helping researchers, legal teams, and technology transfer officers collaborate more effectively, while ensuring timely action and compliance with legal and commercial requirements.

The proposed IP management software will cover a wide array of functions essential for managing ICMR’s intellectual property lifecycle.

The software will manage the process of receiving and processing invention disclosures from researchers, storing details about the invention, inventor contributions, and conducting prior art searches. This system will ensure a seamless workflow from the initial disclosure to patent filing.

A significant part of the software’s functionality will be its ability to automate workflows for IP filings, track deadlines, and ensure timely responses. Critical milestones such as patent filing, examination requests, office action responses, and annuity payments will be monitored through automated notifications and pop-up alerts, ensuring that all deadlines are met without delay.

ICMR collaborates with various external stakeholders, including universities, private companies, and international organizations. The new software will include a centralized repository for technology transfer agreements, licensing details, royalty tracking, and other collaborative efforts. It will also allow ICMR to manage the commercialization of its technologies, including royalty payments, geographical regions covered by licenses, and expiration dates of agreements.

The software will track expenses related to IP filings, including government fees, legal costs, and payments to patent attorneys. This feature will provide financial oversight, helping ICMR assess the overall cost of IP management and track payments made to service providers.

Data security is a key consideration in the procurement of this software, as ICMR handles sensitive research and legal data. The new system will feature robust security protocols, including multi-factor authentication, encrypted data storage (AES-256), secure backup, and real-time activity logging.

The system will also need to meet various compliance requirements, such as ensuring adherence to data protection regulations and incorporating security best practices (e.g., ISO 27001, NIST Cybersecurity Framework).

Among the key requirements, bidders must have at least five years of experience in software development and maintenance for government organizations, and three years of experience in developing and managing online IP management systems. Additionally, the bidding company must have an annual average turnover of at least Rs. 20 lakh over the past three years.

Startups and micro, small, and medium enterprises (MSMEs) are particularly encouraged to apply, as the Indian government has established preferential policies to promote their participation in government tenders. This includes exemptions from certain experience and turnover criteria, as well as purchase preferences under the “Make in India” initiative.
