DGFT delists Oriental Chamber of Commerce & Industry from issuing Non-Preferential Certificate of Origin

In a recent update to the Foreign Trade Policy (FTP) 2023, the Directorate General of Foreign Trade (DGFT) has announced the delisting of Oriental Chamber of Commerce & Industry from the list of authorized agencies permitted to issue Certificates of Origin (Non-Preferential). This decision, communicated through Public Notice No. 21/2024, is effective immediately.

The DGFT, exercising its powers under Paragraph 1.03 in conjunction with Paragraph 2.04 of the Foreign Trade Policy 2023, has removed M/s Oriental Chamber of Commerce & Industry, located at Plot No. 11 above Kotak Mahindra Bank, Indira Nagar, Mandideep-462042, District- Raisen, Madhya Pradesh, from Appendix 2E. This appendix lists agencies authorized to issue Certificates of Origin (Non-Preferential), which are crucial for determining the country of manufacture of exported goods.

The delisting follows the agency's earlier enlistment by the DGFT as per Public Notice No. 11/2015-2020 dated July 1, 2021. With this change, the Oriental Chamber of Commerce & Industry will no longer be permitted to issue Certificates of Origin (Non-Preferential).

The name of Oriental Chamber of Commerce & Industry has been removed from Serial No. 07 (Madhya Pradesh/Chhattisgarh) of Appendix 2E in the FTP 2023. This appendix details the list of agencies authorized to issue Certificates of Origin (Non-Preferential) and related forms.

The agency is also de-boarded from the Common Digital Platform of the DGFT, which was used for issuing these certificates digitally.

Commenting on the decision, DGFT Santosh Kumar Sarangi, who is also the ex-officio additional secretary to the Government of India, stated, "The delisting of Oriental Chamber of Commerce & Industry from the authorized list of agencies is part of our ongoing efforts to maintain the integrity and credibility of the trade certification process. Ensuring that Certificates of Origin (Non-Preferential) are issued only by authorized and compliant agencies is critical for upholding India’s international trade standards and agreements."

Exporters relying on Certificates of Origin (Non-Preferential) for their goods are advised to consult the updated Appendix 2E of FTP 2023 to ensure they engage with currently authorized agencies. This certificate plays a vital role in verifying the country of manufacture for goods in international trade, which can affect tariff rates, quotas, and trade statistics.

This amendment is part of the government's broader initiative to streamline trade regulations and support exporters with clear and efficient guidelines, enhancing India’s position in the global marketplace,” stated DGFT.
