Drugs Control Officers (I) Welfare Association (DCOIWA) has awarded P Ramesh, Karnataka deputy drugs controller, as the Best Drugs Control officer from Karnataka. He received the award at the 2nd annual congress organised by the DCOIWA held in Mumbai. Dinesh Waghmare, Maharashtra’s principal secretary for Medical Education & Drugs Department (MEDD) gave away the award. Also present along with other regulatory officials was Maharashtra joint commissioner and Drugs Controller DR Gahane who was the local organising chairman of the 2nd annual congress. Furthermore, DCOWA awarded other drugs control officers representing other states. On the occasion, Ramesh made a presentation on the topic ‘Search & Seizure provisions for drugs under New Criminal Laws, 2023’. In the presentation, he highlighted that Section 22 focuses on the powers of inspector under Drugs and Cosmetics Act which mandates complying with the provisions of Criminal Code of Index for Search and Seizure of drugs. This is as per the Section 94 of Code of Criminal Procedure. The new provisions under Section 105 on Search and Seizure mandates to audio-videography recording of the law-breaking scene. Ramesh stated that in the standard operating procedures, he had presented an audio videography of the place of offence ensuring the admissibility of digital evidence and maintaining data integrity and capturing the event with quality and clarity of recordings. This is because of the emphasis to maintain a clear chain of facts from collection of medicine samples to presentation in court. In 2001, Ramesh bagged the Best Drugs Inspector of Karnataka instituted by the All India Drugs Control Officers Confederation (ADCOCK), Mumbai. In 2022, on behalf of the Karnataka drugs control department, he received the Skoch Silver Award, 2022 instituted for ease of doing business and extending time-bound services during distribution of Covid-19 drugs and liquid medical oxygen.
