FORDA demands GST exemption for courses offered by NBE

The Federation of Resident Doctors' Association (FORDA) India has urged Goods and Services Tax (GST) Council, Ministry of Finance, to take necessary measures for GST exemption for courses offered by National Board of Examinations (NBE), as per prescribed guidelines.

FORDA added that thousands of doctors across the nation takes admission in various DNB/Doctorate of National Board (DrNB)/Fellowship of the National Board (FNB) courses offered by NBE.

Dr. Sunil Arora, general secretary, FORDA-India stated, "We are deeply anguished by the continuation of imposition of GST by NBE on various examination and courses fee. Through the notification, the Union Government has clearly notified them to be exempted from GST. The board seems pay no heed and busy exploiting students and charging GST. We humbly request the board to kindly take note and do the desired amendment in fee structure and process refund of wrongly charged doctors.”

FORDA stated that the inclusion of 18% GST amplifies the course fee manifolds, non-submission of which might even lead to cancellations.

"The Union ministry of finance dated June 17, 2021 had clarified that Central and State Education Boards such as NBE are treated as educational institutions for the purpose of providing services in the form of conducting examinations and hence the fees charged are exempt from GST. However, even after this clarification, GST charges are being included in the annual course fees of its candidates by the NBE.”

NBE, via notification added January 15, 2021 has included 18% GST in the annual course fee to be deposited by its candidates.

Earlier, FORDA India has urged Union health minister Mansukh Mandaviya to exempt GST on Diplomate of National Board (DNB) fees for courses.

National Board of Examinations is an autonomous body under the ministry of health and family welfare, Government of India, and established in 1975 at New Delhi as a Society under Delhi Society Registration Act, to standardizing postgraduate medical education and examination in India. NBE conducts the largest portfolio of examinations in the field of medicine in India and perhaps at a global level.

FORDA is an association created for the welfare of resident doctors all over India. It was founded in January 2014 in Delhi. FORDA has taken up a number of issues related to resident doctors since its inception.
